Pencil is a free and open source animation program. It has both bitmap and vector drawing tools. This program is good for frame-by-frame animation but as of this blog post, it has a couple annoying bugs and very little tweening capabilities (I did not see any except for the camera). It’s still a pretty good program and you definitely can’t complain about the price. 😉
